Trump's Woke Warning Misses Europe's True Threat: Technological Stagnation.

The recent US national security strategy presents a flawed assessment of the European Union. The document asserts that unrestrained immigration and so-called "progressive" policies represent an existential risk to the continent's identity. Yet, this perspective is based on a serious misinterpretation of the situation. The actual danger confronting Europe is not cultural but technological and economic lag.

A Glaring Growth Divide Separating Europe and the US

The data reveal a stark contrast. Between 2008 and 2023, American economic output grew by 87%, compared to a mere 13.5% growth for the European Union. During this time, EU GDP per capita fell from over three-quarters to just half of the US level. Strikingly, even the poorest US state now boasts a higher per capita income than major EU nations like Italy and France.

Today, roughly half of the global top fifty tech companies are US-based, while a mere four are European.

The Innovation Deficit: A Critical Question

This widening disparity is driven by superior productivity growth in the US, largely due to breakthroughs and higher total factor productivity. The landscape of world technology dominance is overwhelmingly American. Over the past five decades, hundreds of American startups have scaled into enterprises valued at more than ten billion dollars, compared with just 14 in Europe.

This gap prompts a pressing question: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, what is Europe positioned? Experts widely concede it is essentially a two-horse race between the US and China, with European nations entering at a clear handicap.

Root Causes of Europe's Technological Lag

Several major factors account for this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and more dynamic network for financing new ventures. Europe still lacks a true unified investment market, a factor that caps the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided regulation hamper European business. A US startup can introduce a product under one regulatory framework to access a consumer base of hundreds of millions. The European Union, despite a bigger population, is divided among 27 separate regimes, creating huge market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was once viewed with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has eroded its capacity for breakthrough innovation.

A Path Forward: Reasons for Hopefulness

Despite these challenges, one can find causes for optimism. Policymakers are growing more conscious of the severe threat and have started to propose substantial change. Notable reports on European competitiveness and the internal market highlight the need for major changes.

Given appropriate policies and rule changes, Europe's strengths might enable much higher degrees of commercial innovation.

Europe still possesses significant advantages: high-quality human capital, top-tier schools and universities, and premier labs. Alongside a vast domestic consumer base and substantial household savings, these foundations could trigger a surge of venture creation.

Crucially, even if Europe does not take the lead in creating cutting-edge tech, it can still dramatically boost productivity by adopting and adapting advancements from other regions.

An Inflection Point

The European Union now faces a decisive moment. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's technological decline has been gradual. But, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could turn into a rapid and permanent decline in global economic relevance.
